i am assuming since you are suggesting that beth call the office because "they'll know who (the) carrier is" that you suspect the carrier.

No, but these things do need to be reported and they'll take it from there to find out.

If it is a random few, less likely to blame the carrier. If it is the whole run, it probably was. These papers are to be put in bags and it's highly unlikely someone would have the time to go from door to door, take each one out of the bag and mark it, without someone eventually seeing that.

They can get complaints anywhere from, late papers to missed papers, etc..
