Just seemed like another generic sports bar with extra tap handles the patrons can pass over for Bud Light (a la Winking Lizard). Contrast that with Bodega or Bob's Bar that have a fraction of the handles, but consistently have beer you can't find anywhere else.

No. Your assessment of this place is spot on. It's a glorified sports bar. And the bartenders/servers have zero knowledge of what they have or how beer x compares to beer y, etc. Good idea, horrible execution. Having worked in that hood for over a decade now it's really nice to see more business moving into the area -- just wish this was actually a World of Beer.
Side note -- Both CBC and Double Happiness have Bohdi on tap, you can't find a better beer in WOB. And if you're looking for a new light, cheap, option -- akin to Natty Boh -- try Hudey Delight (from Cincinnati and never more than $2).
