Well, my personal favorite (and arguably the best in town) was a very small shop called Hourglass Records. Unfortunately, they were way out in the burbs and went under about a month ago.
Cactus Music is a great stroe that really supports local musicians. Their prices are not that good though. But they are independently owned and have a lot of respect.
Soundwaves is another good record store that doubles as a skate/surf shop as well. Again, prices aren't that good (I think I paid $16.99 for the ltd. edition of the new Radiohead there when I am sure Best Buy had it for much less) but they have a wide vareity of music.
Sound Exchange, Rockpile Records, and Vinyl Edge all rank up there as well.
In Houston, unless you're going to Best Buy for something that every place including Wal-Mart will carry, it just depends on what you're looking for. If I want vinyl, I am going to a specialty shop like Rockpile or Vinyl Edge. For techno/electronica/DJ, try Atomic Music. Record Rack used to be the place to go, even for touring musicians, but I believe it recently sold or went under.
